Abstract
Cloud computing has been trusted in academic environment. Despite the flexibility and cost effective services offered by cloud computing, none of the higher learning institutions in Tanzania (HLIT) has jumped onto the bandwagon. HLIT use traditional computing (TC) that has been proved uneconomical in terms of maintenance and software purchase costs. It is important for HLIT to leverage the low operation costs and flexibility of ICT services offered by cloud computing. The adoption of cloud computing in HLIT need to be examined from the benefits and limitations points of view. Clear adoption stages should be followed to ensure cloud computing services reflect institution's policy and strategy. This work explores TC environment in HLIT towards cloud computing adoption and hence proposes necessary stages for HLIT to move into cloud.
