Abstract

On March 2, 2023, the Sakha Republic (Yakutia) saw the opening of a regional civil forum “Man of Labor: New Challenges and Opportunities”. As part of the discussion platform No. 1 “Decent work as the basis for human well-being”, a strategic session “Risks in the labor market of the Sakha Republic (Yakutia)” was held with the participation of ministries and departments, representatives of science and education, and the public. The work of the groups was concentrated on three tracks, according to which the moderators proposed to formulate the following blocks of the project presentation: the problem field, the benefit (effect) of solving the problem, and the packaging of the solution. The list of tracks of the strategic session covers the system of social and labor relations and creates risks in the labor market, caused mainly by internal factors. The sections formulated by the groups cover the influence of external factors as well. Based on the results of the strategic session, five groups developed recommendations to the State Assembly (Il Tumen) of the Sakha Republic (Yakutia), the Government of the Sakha Republic (Yakutia), the Ministry of Labor and Social Development of the Sakha Republic (Yakutia), the State Committee of the Sakha Republic (Yakutia) for employment, and the M. K. Ammosov North-Eastern Federal University. All the proposals are united by the desire for a balanced labor market and guaranteed employment, for which it is proposed to conduct a comprehensive career guidance work. The working groups are interested in the employment of graduates in jobs that provide a decent quality of life for young people, which will help reduce social tension, a favorable demographic and migration situation in the region. In addition, local communities are concerned about the increased participation of industrial enterprises in the socio-economic development of the territory of presence. The results of the strategic session in the form of practical recommendations to legislative and executive authorities, educational institutions emphasize the need for consolidated decisions of the state and society.
