Abstract
The purpose of the study is to identify the risks and opportunities of implementing demographic policy in Kazakhstan and taking into account changes in economic, political, financial and other factors in modern conditions. The following methods were used to conduct the research: historical, monographic, abstract-logical method. Using historical methods, the goals and objectives of demographic policy, changing due to changing conditions and factors, were considered. The monographic method also allowed us to study the historical experience of implementing demographic policy abroad and applied in Kazakhstan. The abstract-logical method made it possible to identify the priorities of Kazakhstan's demographic policies at each stage of implementation. The use of research methods made it possible to identify modern directions for the implementation of demographic policy in Kazakhstan based on the analysis of state program documents and the allocation of priorities for each of them. During the implementation of the demographic policy, the main risks associated with formal and informal processes in the system were identified. In addition, the possibilities of implementing demographic policy related to completely new socio-economic and political conditions that require a revision of policies, concepts, programs, institutional forms and their legislative formalization are highlighted.
