Abstract

Developed with local government in mind, this procedure for quickly assessing the economic impacts of retail development proposals is of much wider interest. The procedure is based upon location–allocation concepts which not only provide insights into the nature of the problem of estimating economic impacts, but also ideas about the more difficult problems of levels of service provision and, hence, social impacts. As it stands, the procedure provides estimates of impacts over a predetermined forecast period and can be implemented by relatively inexperienced researchers using mostly published data and existing PC software. However, as experience and expertise improve, it can also be updated by ‘plugging-in’ increasingly sophisticated models, until a full-scale decision support system evolves.
