The paper considers the question of a resuming of an administrative proceeding requiring public participation with reference to two main stages of this extraordinary procedure of a verification of valid administrative decisions. So it refers firstly to the stage of reopening a proceeding and secondly to the stage of a reopened proceeding. In both cases the author analyses the right of the public, especially the procedural rights of ecological organisations (environmental NGOs). In his opinion these organisations are entitled to demand reopening as well as to participate in a reopened proceeding
