Abstract

At present, the common existing problem of Traffic Impact Analysis (TIA) is that there is no control on land development intensity on the stage of approval. This paper evaluates the restriction of residual capacity of intersection on land development intensity. Intersection is frequently a bottleneck of urban road network. With estimation of the proportion of turning flow and consideration of traffic organization, this paper analyzes the production or attraction of the project impact on intersection, and the restricting relations between the residual capacity of intersection and land development intensity in a micro-level. It should form a “Traffic Impact Analysis Opinion” on land development during the process of control regulation adjustment, which can be regarded as a pre-supplementary evaluation for the TIA, to effectively control the “source” of traffic generation. Moreover, an example is used to illustrate the feasibility and operability of the proposed method.
