Abstract
The innovation cluster is an effective form of economic organization, but the innovation cluster construction in China has just started. The concept, connotation and characteristics of innovation cluster are defined, the exploratory practice of the construction of the innovative cluster in China is reviewed, and the restricting factors of the innovation cluster construction in China are analyzed in this paper. It is pointed out that currently China should take the lead in power from the government-launching clusters, promoting the formation of the mechanism of innovation network, fostering small and medium-sized innovative enterprises and constructing the service system of innovation clusters to develop innovation clusters, which will provide references for government decision-making, industry development and the development of research institutions and enterprises.
