Abstract

This paper first sorts out the relevant literature to give a definition of the business environment and its influencing factors, and then compares and analyzes the shortcomings of the three sets of business environment evaluation index system, and proposes that Beijing's business environment evaluation should be consistent with the city's functional positioning to measure policy implementation effect. Combined with the Action Plan and the core function positioning of Beijing, the first-level indicators of Beijing's business environment assessment involve six dimensions: government service efficiency, investment and trade openness, entrepreneurial environment, integrity and rule of law environment, technological innovation environment and cultural environment. And sub-indexes and basic indicators are set up under correspondent first-level indicators. Finally, the AHP analytic hierarchy method is used to give weights to each-level indicator.
