Abstract
According to the data described by Global EV Outlook 2017 re-leased by the International Energy Agency, China has become the world's largest market for electric vehicles. The explosive growth of electric vehicles has led to the rapid development of charging facilities. The App related to the charging pile is the current standard configuration of the new energy vehicle owner. The new en- ergy owner performs pile finding, charging, and payment through the APP related to the charging pile. According to statistics, users who installed the charging pile-related App accounted for about 8.8 points in 10,000 of the nation's mobile Internet users (that is, the user penetration rate of the charging pile), and the number of charging pile users reached 1.1 million, and the market has great development potential. However, the charging piles have their own operations and their charging methods are not uniform, including the way to start charging, the charging cards of various operating businesses cannot be used universally, the charging settlement methods are not uniform, and the location information of their respective charging piles is not shared, resulting in a large number of problems. The charging pile is in an idle state, which seriously hinders the development of electric vehicles, builds a new ecology of smart charging stations, and creates a smart innovation charging management platform is an important means to promote the development of electric vehicles. This paper proposes a payment model that facilitates the charging of electric vehicle users to a single amount directly into the operator's account under the charging pile public management platform. This model enhances the attractiveness of the charging pile public management platform for the access of operating businesses, and provides better services for users and operators of electric vehicle charging platforms.
