Technological innovation has become an important force to promote national industrial development and economic progress. Faced with the rapid population growth and the increasing shortage of various land resources, making full use of marine resources has become an inevitable choice for China's economic development. The ocean is one of the most important ecosystems in the earth's biosphere and the birthplace of human civilization. In order to ensure the smooth implementation of the established industrial chain development mechanism, we must take corresponding countermeasures to solve various problems that may occur in the implementation process. The eco-environmental cost of marine development activities cannot be effectively compensated, which leads to a series of marine eco-environmental problems. Under the contradiction between economic development and the shortage of energy, space and other resources, human beings gradually turn the focus of economic development strategy to the ocean, which puts forward higher requirements for the development and utilization of marine industry chain.
