Abstract

How should key villages be chosen? This is a major problem that must be faced in current planning, construction and management of villages and towns. It is under the orientation of public participation and based on the practice in the planning and management of villages and towns in the eastern plain area of Hubei province, China. The factor analysis method, social survey methods and SPSS software made use of, six main factors may be extracted that affect selection of key villages, for example, present bases and environment, population and land scale, economic development, transportation and water conditions, location, distance from a town or city. Its main purports are to reduce man-made blindness of selecting key villages and provide direct guidance for government decision-making and management personnel, planning design personnel, rural cadres and masses.
