Abstract
The article presents the attempt to define principles, which could serve as the basis for developing an approach to the reconstruction, rehabilitation and modernization of the historical urban nucleus of the Samara city. In order to identify significant aspects of this issue, the article deals with documents relating to the protection, restoration and reconstruction of architectural, historical, and cultural heritage (international agreements, charters, conventions) that appeared in the late 19th - 20th centuries.
