Abstract
Three main methods of fixing have been employed in various parts of the world: the fair rents system, under which some attempt is made to fix for individual buildings or dwelling units on a basis of fairness to the landlord and the tenant; 1 the method, whereby are fixed on an over-all basis at a percentage of the value of the property; 2 and the maximum rent date or freeze method. It is the purpose of this article to examine some of the problems arising in the application of the latter system of rent control.
