Abstract

1. In accordance with Article 78 of the Constitution (the Basic Law) of the Union of Soviet Socialist Republics, the USSR Ministry of Higher Education is a union-republic ministry. 2. The basic tasks of the USSR Ministry of Higher Education shall be: a) development of higher and secondary specialized education in accordance with the need for specialists by different branches of the national economy, science, and culture; ensuring the suitable location of educational institutions by regions of the country; preventing duplication in specialist training; expansion of the network of correspondence and evening higher and secondary specialized educational institutions and divisions.
