Abstract
How do we overcome the notion of privilege and correct unhealthy trends in order to adapt public security to the needs of the new era? For many years, leading comrades in the Anshan Public Security Bureau have thought hard about this question. During the party rectification in 1984, the bureau's leading party group reviewed both positive and negative experiences and was the first in the province to put forward the idea that the public security agency should be happy to enforce public security for the people, rather than controlling the people for the sake of public security. To effect this change in philosophy, they have over the last two years rethought a number of ideas.
