Abstract

For the first time in historiography, the article examines the reform project of Emperor Nicholas II, understood as a set of ideas reflected on the pages of program documents that emanated both directly from the monarch and from his ministers. In terms of the quantity and quality of such documents, the reign of Nicholas II is unprecedented in the history of the Russian Empire. Particular attention is paid to the sources of the reform project, its elements and implementation.
