Abstract
William Herman spent brief periods over the summers of 1989 and 1990 teaching graduate courses in educational leadership to different groups of school administrators and teachers in Taiwan, Republic of China. The program was designed so that students mailed their written work during the course of the year to the United States and met on the American campus the following summer to culminate the course. Mary Bailey lived and taught at Zhongshan University in Guangzhou (Canton) in the People's Republic of China from 1986-1988 while accom panying her husband who had been awarded a Fulbright Lectureship. Her teaching assignments included teaching English as a Foreign Language for pre doctoral level students and consulting with students and faculty on English language issues. American colleges and universities are rapidly developing an international ap proach to higher education. Opportuni ties for graduate and undergraduate stu dents to study abroad and for faculty members to teach abroad have increased during the last decade (Goodwin and Nacht 1988).
