Abstract
In this paper, the five international e-learning issues were discussed. The five international elearning issues are accessibility for the disabled, intellectual property rights, wireless technology, learning object reusability, and quality assurance. After discussing the five issues, this paper presents a brief description about Korea and an overview of distance education in Korea. Despite online learning in Korea has grown rapidly in a decade, there seems to be a lack of effort for quality improvement. Although during the last several years there have been several studies on quality assurance, there is a need for more research about it. In addition, it may be necessary to develop a comprehensive unified set of benchmarks that would be applicable to e-learning. Furthermore, the quality assurance problem is an issue that requires continued attention by all parties concerned about e-learning including the government.
