Abstract
Quality assurance in universities has become a pervasive issue in many countries. Special governmental agencies have been established, particularly in Europe, to assess, audit and review teaching and research effectiveness in universities. Independently, quality audit agencies have been established within higher education itself. The process in Australia, now completing its second year of operation, is unique in two respects:it addresses the whole university; evaluating quality assurance processes and outcomes across teaching, research and community service; and it provides significant rewards, up to five per cent of the operating grant, to individual institutions. This article reviews the programme and evaluates results of the first round of reviews.
