Abstract

In the conditions of global competition, the success and effectiveness of organizations depends on the level of professionalism and competence of employees, the effective use of labor potential, the formation of which becomes a primary task for managers. This, in turn, determines the focus of modern organizations on the search for the most effective labor management systems to ensure the greatest effect from their implementation. The problem of training personnel, taking into account changes introduced at the legislative level with regard to qualitative characteristics and performed labor functions, is becoming increasingly important. These changes require the introduction of new forms of managing the labor potential and the organization as a whole, built with an account of innovative development principles. This article is devoted to the study of the problem of assessing the professional competencies of personnel in the context of a massive update of national qualifications. It proposes an integral level of competence, consisting of three factors: qualification level, experience, workers’ activity. The importance of the competence model for the successful implementation of the procedures for the business valuation of personnel has been determined. Particularly topical are these aspects in the context of the formation of a modern professional system that reflect the quality requirements for improving the quality of training, development in the workplace and vocational education of workers, i.e. evaluation of the characteristics of the labor potential of a particular employee. The priority goal of creating professional standards is their introduction into the system of development of professional educational programs, which will allow at the initial stages to prepare a specialist that meets the modern requirements of the employer, as well as able to adapt to changing conditions. The theoretical and methodological basis of the study was the work of domestic and foreign scientists and researchers - practitioners studying the management of the organization, labor relations and labor resources, organization and motivation of labor, employment, personnel management, organizational behavior. During the research methods of expert selection, structural and system analysis were applied.
