Abstract

With special reference to Hong Kong, this paper aims to examine the public participation in Hong Kong's EIA (Environmental Impact Assessment) system. It firstly reviews the history of EIA in Hong Kong, and investigates the EIA Ordinance and the related institutional structure. Thereafter it analyses public participation in EIA procedure, public access to environmental information and the role of NGOs. Finally it comes up with recommendations and conclusion.
