Abstract

The paper deals with modern trends in digital transformation of Russian system of state administration in organizational and legal aspects using the methods of evolutionary and problematic analysis. Tracing the phenomenon of digital transformation in the broad scientific sense, the author identifies the main gaps in the reformation of public administration institutions under the adopted national concept of “digital government”. The author comes to the conclusion that in Russian conditions it is still a question of the initial stage of digitalization of the public sector (service management), compared to foreign countries, and its transition into advanced development in program and conceptual federal documents is excessively hasty, as it requires a systematic restructuring of the public administration system, including in terms of historically established culture and mentality of perception of innovation.KeywordsPublic governanceDigital transformationDigitalizationDigital eraDigital economyElectronic digital governmentManagement qualityJEL CodeR2
