Abstract
The intent of this paper is to induce local governments to issue a more sophisticated regulation plan of the underground markets at which drugs, weapons, and women are offered for sale. The New York City's prostitution and drug related issues, considered in this paper, are similar in nature to the issues of every large city in the world. The alarming statistics of crimes in New York City are also identical to the statistics of any over a million population city within the states where the criminal syndicates are uninterruptedly inhabiting peaceful and healthy communities. As a well developed country, United States is better off educating its citizens rather than continuously correcting their behavior. From the offered in this paper premises, it follows that the nationwide integrated prevention plan is necessary to precaution family members and community leaders of danger that awaits morally uneducated females.
