Abstract

This paper conducts an institutional analysis of the North American Commission for Labor Cooperation, which was established under the North American Agreement on Labor Cooperation. The paper analyzes the organization's governance deficits and prospects, proposing alternatives for improvements of worker rights, labor market outcomes and development prospects for Mexico, Canada and the United States. In August 2010, the Commission for Labor Cooperation was closed.
