Abstract

The development of an evaluation criteria set for optimal new hospital site selection is a complex task, requiring the consideration of numerous socioeconomic, geographical, and environmental factors. This study proposes a set of 16 criteria based on an extensive analysis of previous studies and inputs from multidisciplinary experts. The criteria reflect the economic, social, and infrastructural challenges characteristic of Ho Chi Minh City, including population density, accessibility, traffic conditions, and flooding. Notably, the criteria set emphasizes the importance of healthcare service provision, human resources, and environmental and social impacts when constructing a new hospital. The research outcome is a hospital site selection criteria set tailored for Ho Chi Minh City, laying the foundation for experts and scientists to apply computational and multi-criteria analysis methods to determine suitable locations. The criteria can also be adapted for areas similar to Ho Chi Minh City.
