Abstract

Project evaluation and selection decision process attracts large area of interest among the academicians and practitioners. It is also critical for the defence organizations. The decline in the defence budget causes an increasing pressure to justify the project selection processes. This study intends to introduce an alternative approach for the project evaluation and selection process for the defence organizations. Since defence organizations find less and less resources, they need to invent more meticulous ways to select best of the best projects to improve their competitive positions. Suggested methodology includes two models. Self evaluation model basically creates incentives for the stakeholders to maximize the value of their own projects and is used to determine their own weights for each criterion. Cross-rating model will be used to determine the weights of each criterion without harming the maximum value attained by the evaluator project and increasing the overall value of the other projects more than hundred. The utilization of the suggested methodology resulted increasing consensus among the stakeholders and lead to a better ranking for the available projects.
