Abstract
The fiscal crises besetting many American cities have highlighted the need for productivity bargaining. Also, as a spillover from Watergate, public interest in performance of public employees has been accelerated. It is a concept relatively new to the public labor-management scene and so far has had limited success. There are many key elements and actors, and labor, management and the public must share some of the blame for the crises.
