Abstract

The success of public projects roots in continuous improvement of public project management performance (PPMP), while the basis and ruler of the PPMP improvement is effective project management performance (PMP) evaluation, so PMP evaluation has a significant impact on the improvement of PPMP, even project success. In this paper, the defects of traditional PMP evaluation are analyzed, and a solution to them is proposed, that is PPMP process evaluation model based on benchmarking. The core idea of this model is benchmarking, and its eventual purpose is to implement process evaluation thoroughly. In this model, combination weighting is adopted to determine the relative weights of the key performance indicators (KPIs) and fuzzy mathematics is adopted to mark the KPIs and measure the performance. The proposed model makes the evaluation of PMP dynamic, and combines performance evaluation with performance improvement closely. It is believed that PPMP process evaluation model based on benchmarking can produce continuous and effective performance improvement, and help public projects in China into success.
