Abstract
The paper deals with the analysis the problems of the implementation of information and communication technologies in the system of public administration of Russia. We focused on the impact of new information and communication technologies on the system of public administration of Russia. It’s important to focus the processes of interaction between the state and society in modern Russia, on the possibility of creation the new type of relationship between the government and society. We analyzed the main directions of development of e-government and the key problems which arise with them. The author tried to answer the question: what are the perspectives for e-government in Russia. We made the conclusion that the Russian state is forced to “share responsibility” for the decisions made, to involve citizens in the process of discussion and implementation of decisions, and control over their implementation. Information technologies are the best suited for solving such problems, providing the large-scale, operational and cost-effective way for citizens to participate in politics
