Abstract

The authors review reports presented and issues raised at a recent conference on problems in the planning and construction of railroads in the Russian Far North. The participants focused their efforts on defining the most important problems in providing rail transport services to the North, assessing prospects for its near‐term development, and identifying strategies for bringing together individuals and organizations interested in promoting railroad development. Of note is the tension between the Center and regional interests with respect to railroad planning decisions in the Russian North.
