Abstract

In the article the reforms of city administration in the fi eld of regulation of architecture and construction process in the second half of XIX - early XX centuries are discussed. In general course of reforms are determinative legislative materials, which became the base for the formation of new principles of territorial, sectorial and local control. During this period, the city becomes the focus of social problems, housing, transport, etc., requiring immediate measure solutions. For rapid response of the situation in the cities Central government transfers their powers at the local level.
