Abstract
It is quite difficult to assess quantitatively the phenomena associated with the activity of human society. The need for estimates of the intensity of the manifestation of social, economic and historical processes was and remains very great. By the beginning of the XX century, Russia has formed its own statistical school. Among the statisticians of this school one should mention such scientists as V. V Svyatlovsky, N. A. Kablukov, A. I. Chuprov, A.A. Kaufman, A.A. Chuprov, etc. Russian pre-revolutionary statistics of the methods offered by mathematical statistics for obtaining this kind of quantitative characteristics, used a small apparatus. However, the experience of statistical work with the use of mathematical methods was clearly insufficient for the solution of national economic problems in the new social and economic conditions. The importance of statistical work increased immeasurably when researchers faced the task of analyzing the new social structure and the dynamics of its development, the task of giving the state planning bodies material for planning. Therefore, Soviet statisticians and economists paid the most serious attention to the further development of statistical methodology in relation to the new conditions.
