This reflection piece describes the outcomes of a research project undertaken by the National Archives of Australia that aimed to gather information from other government archives and selected Australian government agencies about their approach to archiving and preserving large-big datasets in the government sector. Big data collections pose a challenge for government archives around the world. Many of these archives have a role in information management in their government domains and provide guidance and advice to their government agency clients on ensuring the integrity and trustworthiness of data over time. The article examines the nexus between theory and practice, exploring issues related to the post-custodial ideas developed by Terry Cook and others in the 1990s and their practical implementation.

The significance of informal caregivers in information management from the perspective of heart failure patients

To explore patients' perspectives on the significance of informal carers in their information management. Being well informed is considered a prerequisite for the ability of heart failure patients to manage their lives at home. Developing knowledge about the informal caregiver's role in patient information management is important, that is, accurate information adapted to the individual level of comprehension. A qualitative approach using in-depth semi-structured interviews conducted with patients was used. Eight women and six men suffering from heart failure and with a mean age of 79·6 were interviewed. Data were collected one week after their discharge. A content analysis was performed. The informal carer's role in information management from the patient's perspective represents two different phenomena. The first, variation in involvement, [corrected] is related to the background of the informal carer. From what patients experienced, the process of information involvement throughout their hospital stay was affected by whether or not their informal carer had a health care background. The second phenomenon, information ambivalence, is related to the relationship between the patient and the informal carer with regard to information management at home. The informal carers were of great importance in the information management process because the patients relied on them so as to be able to devote their energy to managing their daily life. Relevance to clinical practice. Patients should be assessed with regard to their information management problems and to the role of their informal carers in this process.

Whether through improving data security, enhancing information accessibility, or refining data management, organizations can fortify their foundations in the ever-evolving business landscape. In conclusion, this study offers practical implications for organizational leaders, emphasizing the pivotal role of strategic information management in not only surviving but thriving amid disruptions. The synthesis of empirical evidence and theoretical insights positions this research as a valuable resource for those dedicated to bolstering organizational resilience in the face of dynamic uncertainties.

The relationship between archives and knowledge management: some evidence from Australia

This paper emerged from an earlier survey of developments in knowledge management within the Australian Public Service (APS). The earlier study pointed to future research possibilities in an emerging relationship between knowledge management and archives and records. The resultant case-based research reported here shows that this relationship operates most strongly in the context of key drivers of knowledge management within government agencies and departments, and in linkages between the work of the National Archives of Australia (NAA) and that of other Commonwealth organisations. Knowledge management also emerges as an important strategic issue for the National Archives of Australia. Eleven issues emerging as common in the previous study were discussed at the NAA: Perceptions, Approaches, Drivers, Links to core business, Obstacles, Enablers, Structures, Frameworks, Metrics, Champions and inter-agency networks. In overall terms the NAA emerged as an organisation that was at the development stage for knowledge management and one that was taking conscious strides in this direction.

A societal provenance analysis of the First World War service records held at the National Archives of Australia

This article offers a societal provenance analysis of the First World War personal service records held at the National Archives of Australia as Commonwealth Records Series B2455. It describes the communities of people and communities of records with which the series has its origins. Since creation, the records have enabled intricate interactions between individuals, families, government agencies and communities. They have facilitated personal, local, and national processes of grieving and commemoration, and bridged spatial, temporal and emotional distances. They have contributed to national projects such as the Roll of Honour at the Australian War Memorial, and the provision of pensions and support for veterans and their families. Their use by historians continues to shape our understanding of the history of the war. Access to the records helps build new personal identities, and new online communities of users. It is suggested that all these interactions are part of the history of the records we now have. The losses in the records, the gaps and silences, are also identified.

The Role of Information Management and Minimum Data Set in Disaster Response

Background/Introduction:This study explores the role of Information Management (IM) in disaster management, through the use of the Minimum Data Set (MDS). The International Search and Rescue Advisory Group (INSARAG) Asia-Pacific Regional Earthquake Response Exercise (ERE) and the Project for Strengthening the ASEAN Regional Capacity on Disaster Health Management (ARCH Project) have provided platforms for such exploration. As an exercise controller, my involvement has focused on supporting the EMTCC from the IM perspective.Objectives:The primary objective was to evaluate the effectiveness of IM, through MDS, in supporting EMTCC during disaster response exercises and actual disaster scenarios.Method/Description:Participation in regional collaboration drills and real-world disaster scenarios provided insights into IM practices. Key activities included supporting EMTCC during exercises, assisting the Moldovan government and WHO regional office affected by the 2022 Russian invasion of Ukraine, and collaborating with WHO’s regional office (EMRO) for Palestinian support in 2023. IM support involved data collection, situation analysis, and the ongoing provision of off-site support for MDS implementation.Results/Outcomes:The exercises and real-world engagements demonstrated significant growth in national EMTs’ capabilities and highlighted the critical role of IM. The MDS-supported IM processes effectively facilitated data collection and analysis, enhancing coordination and decision-making.Conclusion:Ongoing training and support for EMTCC through IM are vital for effective disaster response. The study underscores the importance of structured IM in improving disaster management and the operational readiness of EMTs. Future efforts should continue to focus on refining IM practices and enhancing data management capabilities to ensure robust responses to health emergencies.

This paper is based on literature survey as well as on case study for the presentation of business analysis tasks and decision modeling for the presentation of business analysis tasks and decision modeling for Non-Formal Education System analysis and development. These studies identify the need to emphasize the role of business analysts for revealing opportunities in data governance and reduce the risks of information system implementation. The paper contributes to the understanding of business analysts in requirement elicitation and mapping. The study highlights the gap in the discussion on business analysts’ role in information management and system development. Findings of this paper show that analysts can support information system developers in capturing the opportunities and in requirement elicitation by particular abilities of requirement mapping a cooperation with stakeholders.

A Prospect Theoretic Approach for Trust Management in IoT Networks Under Manipulation Attacks

As Internet of Things (IoT) and Cyber-Physical systems become more ubiquitous in our daily lives, it necessitates the capability to measure the trustworthiness of the aggregate data from such systems to make fair decisions. However, the interpretation of trustworthiness is contextual and varies according to the risk tolerance attitude of the concerned application. In addition, there exist varying levels of uncertainty associated with an evidence upon which a trust model is built. Hence, the data integrity scoring mechanisms require some provisions to adapt to different risk attitudes and uncertainties. In this article, we propose a prospect theoretic framework for data integrity scoring that quantifies the trustworthiness of the collected data from IoT devices in the presence of adversaries who try to manipulate the data. In our proposed method, we consider an imperfect anomaly monitoring mechanism that tracks the transmitted data from each device and classifies the outcome (trustworthiness of data) as not compromised, compromised, or undecided . These outcomes are conceptualized as a multinomial hypothesis of a Bayesian inference model with three parameters. These parameters are then used for calculating a utility value via prospect theory to evaluate the reliability of the aggregate data at an IoT hub. In addition, to take into account different risk attitudes, we propose two types of fusion rule at IoT hub—optimistic and conservative. Furthermore, we put forward asymmetric weighted moving average scheme to measure the trustworthiness of aggregate data in presence of On-Off attacks. The proposed framework is validated using extensive simulation experiments for both uniform and On-Off attacks. We show how trust scores vary under a variety of system factors like attack magnitude and inaccurate detection. In addition, we measure the trustworthiness of the aggregate data using the well-known expected utility theory and compare the results with that obtained by prospect theory. The simulation results reveal that prospect theory quantifies trustworthiness of the aggregate data better than expected utility theory.

Growing interest over big data mainly linked to its great potential to unveil unforeseen pattern or profiles that support organisation’s key business decisions.Following private sector moves to embrace big data, the government sector has now getting into the bandwagon.Big data has been considered as one of the potential tools to enhance service delivery of the public sector within its financial resources constraints. Malaysian government, particularly, has considered big data as one of the main national agenda. Regardless of government commitment to promote big data amongst government agencies, degrees of readiness of the government agencies as well as their employees are crucial in ensuring successful deployment of big data.This paper, therefore, proposes a conceptual framework to investigate perceived readiness of big data potentials amongst Malaysian government agencies.Perceived readiness of 28 ministries and their respective employees will be assessed using both qualitative (interview) and quantitative (survey) approaches. The outcome of the study is expected to offer meaningful insight on factors affecting change readiness among public agencies on big data potentials and the expected outcome from greater/lower change readiness among the public sectors.

Goal: Information management frameworks, models, and software’s have the capacity to enhance the competitiveness of logistics operations by maximizing information management. The study objectively examined information management role in logistics operations in medical supply stores. Methodology: The methodology utilized in this review includes; quantitative philosophy such as smart partial least square(PLS).An aggregate of five hundred and twenty-eight (528) questionnaires were duly completed of the six hundred and fifty-nine (659) administered to various participants. Results: The Findings based on the statistical outcome shows that maximal product tracking, optimal information transfer, expanded echelons, prompt distribution, and delivery are the indicating roles of information management in logistics operations. It is suggested that medical supply stores utilize information management models, frameworks, and software to aid effective distribution and flow in logistics operations echelons. Limitations: The limitations to this study is the coverage of post-utilization stage by comparing the expected outcome to the actual outcome after enhancing the information management procedures. Originality: The study demonstrates its novelty and pertinency by introducing a framework fixated on a comprehensive methodology, as it gives a viewpoint of information management in logistics operations. Thus, information management frameworks in logistics operations are optimized and analysed from the source to the destination. Finally, the development of medical supply stores and their capacity to survive depends on the proficiency of information management.

Infrastructuring for the long-term: ecological information management

This paper foregrounds the long-term perspective and the role of information management in creating infrastructure to support collaborative ecological research. The case study of the long-term ecological research network is an ongoing research collaboration that integrates ethnographic and action research approaches. We describe three interdependent elements of science, data and technology for which information management provides support, and the articulation work needed for balancing their inherent tensions and the requirements generated by short and long term timeframes. We further describe information managers' learning community and collaboration-in-design, two mechanisms created within the LTER for continuing technology development over the long-term. The notion of infrastructuring is related to ecological information management as an ongoing design process that highlights participation and co-construction, as well as the complex relationships between the long-term, data, participants, collaborations, information systems, and infrastructure. The understudied area that entails issues of long-term, care/maintenance, and infrastructure presents challenges for the design of large-scale collaborative information systems.

The contribution and role of information management in supply chains: a decomposition-based approach

This paper investigates how information management (IM) and information technology (IT) can support supply chain management (SCM). The objective is to develop a methodology for the alignment of all activities, which relate to IM in supply chains with supply chain targets in order to optimally support SCM. Following the Axiomatic design method, supply chain design decomposition is developed that distinguishes objectives and means of SCM at different levels. Results show that IM has an impact on all target areas of SCM, i.e. quality, delivery reliability, delivery lead times, flexibility, assets, and costs. The methodology can be used to identify appropriate measures related to IM and IT for a specific target area as well as to assess their contribution to the corporate strategy of a company and the supply chain targets. Furthermore, interdependencies and prerequisites can be analysed. In particular, information quality must first be established. Two short case studies illustrate the application of the methodology.

Vested Interests in Addiction Research and Policy Poisonous partnerships: health sector buy‐in to arrangements with government and addictive consumption industries

This paper critically appraises relationship arrangements among three broadly conceived sectors: the government sector, the health sector (including researchers) and addictive consumption industries (particularly tobacco, alcohol and gambling). Three models for involvement are examined. In the 'tripartite partnership model' health sector agencies engage as co-equals with the government and industry sectors in order to implement public health initiatives such as host responsibility and public education. In the 'non- association model' the health sector engages with government agencies but not with the industry sector. In the 'managed association model' the health sector engages for specific purposes with the industry sector but contact is monitored and managed by government agencies. Government and industry sectors commonly favour tripartite partnership arrangements. Health sector agencies that opt to engage in these partnership arrangements can encounter conflicts of interest and find their voice subsumed by dominant influences. Furthermore, their partnership compliance generates divisions within the health sector, with partnership dissenters often silenced and excluded from policy processes and funding. The non-association model is the least hazardous to the health sector because it protects against compromise and dominance. The managed association model is an option only when the government sector as a whole is committed strongly and clearly to the public health objectives. In contexts where key parts of the government sector are conflicted over their public health responsibilities, health sector engagement in partnership arrangements entails too many risks.
