Abstract

Objectivewe are referring to a problems of significant proportion for the Public Health System, not only in Spain but also in all of the European Region as a whole. Alcohol, together with tobacco, are two principal determining factors of Health, both in Spain as well as in the European Union (as has been manifested in a recent Swedish study).. Material and methodsin this article, we analyze and describe briefly the activities carried out within the context of the European Plans, which have been endorsed by all of the Member States of the European Region of the World Health Organization.. Resultsinvestigations carried out since the 1960's have manifested the relationship existing between alcohol consumption and the frequency and seriousness of many diseases. Thus, and as has been contemplated in the European Alcohol Action Plans, it is necessary to use a population approach aimed at reducing overall consumption (consumption per capita) and a high risk approach aimed at excessive drinkers, both strategies always being complementary in order to obtain a significant reduction in the alcohol consumption related problems.. Conclusionsglobal, multisectorial and multidisciplinary policies that include all of the sectors involved and that gather different measures aimed at decreasing the supply and demand, and that should integrate all preventive policies in this field, are proposed..
