Abstract

This article describes and analyzes the evolution of public policy on tourism in Uruguay over the last twenty-five years, from the creation of the Ministry of Tourism in 1986 to 2010. It describes the different instruments of tourism public policy used in each period of government and analyzes the functions assumed by the state in the context of tourism. Finally, we proceed to a periodization of its evolution, establishing three phases of the public policy of tourism: of the developmentalism during the democratic recovery (1985- 1989), of the neoliberalism (1990- 2004) and of the new phase of the public policy of tourism (2005- 2010). The Policy Analysis Method was used, particularly that developed for the case of tourism by Spanish researcher Maria Velasco Gonzalez.
