Abstract

Th e author examines the background, circumstances and consequences of the political debut of the heir and Tsarevich Nikolai Alexandrovich, the future Emperor Nicholas II. It took place on December 18, 1889, during the discussion at the General meeting of the State Council of the draft rules “On the production of court cases under the jurisdiction of Zemstvo chiefs and city judges”. Th e heir’s participation in meetings of not only the State Council, but also the Committee of Ministers and the Finance Committee, as well as at the head of a Special Committee to help those in Need in Areas Affected by Crop Failure, and the Committee of the Siberian Railway is highlighted.
