Abstract
Science and technology (S&T) information is one of the important S&T resources of each country, especially in the information society and knowledge economy. From the systems approach and some other specialized approaches, the research has analyzed in depth the trends of S&T information in the context of digital transformation in Vietnam, in which the trend of virtualization and open access has been emphasized. and is becoming an important factor in disseminating information and knowledge of science and technology to the community. Research also shows that, in Vietnam, there is a policy to develop science and technology information sources, but this policy is not suitable with the requirements and trend of digital transformation and has not associated with the development of scientific information and technology as an attempt to disseminate knowledge to the community. The article proposes solutions to develop S&T resources with the following philosophy: intellectual freedom and digital transformation, along with a basic foundation: standardization, linkage and big data; and at the same time proposes a physical legal framework for policy institutionalization based on 03 fundamental issues: standardization of processes and methods of developing scientific and technological information, building a mechanism to resolve conflicts on copyright protection issues in the environment with the right to access S&T information and establishing a legal mechanism for the development of open data, especially S&T information sources generated from or using the State budget the state budget.
