Abstract
Planning and staff development are complementary ways of supporting institutional change and individual growth. A focus on individual growth leads us to think about staff development as a vehicle to support learning by teachers. We can learn from programs that support special learners, to become more effective at providing staff development for those special people we call teachers. Once we have identified learning as the key outcome, it is easier to identify where technology fits into the picture, and what role it should take.
