Abstract

The objective of this paper is to analyze the state capacities in the government planning process that took place with the Regional Government Forums (FRGs) implemented from 2015 on the Minas Gerais State Government. The State capacity was analyzed through institutional arrangements of government planning. For such, the governmental planning in Minas Gerais is historically rescued. Data collection uses documentary survey, observation of Forum events and semi-structured interviews with representatives of civil society, political and governmental agents. It is concluded that there is a greater emphasis on the territorialization of planning, it is observed how organized civil society is reticent to collaborate with planning in the context of financial difficulties of the state, and, as innovation, a new stage in the planning cycle, as well as the use of new technologies for interaction with the citizen.
