Abstract
This article introduces the technical specification and implementation process of performancebased fire safety rules. Fire situations of large, high, odd building, especially toxic smoke condition can be simulated by adopting FDS software and the key reasons of fire personnel loss are analyzed which are fire spread, smoke accumulation of the fire scene, and personnel evacuation problem. Based on the performance-based fire safety rules, performance-based fire safety design scheme on three main fire control directions to prevent fire spread, control toxic gas gathered and fire personnel safe evacuation is designed with the consideration of the analysis results.
