Abstract

In relation to Aketobololo Village, Oba Tengah District, based on the results of the initial survey, the researchers found the following phenomena: First, village development is carried out in a sectoral manner, so there is no guarantee of the continuity of the development program. Second, the human resources in the village, both officials and the community, have contributed greatly to the slow implementation of various village development efforts. Limited funding sources, both from the village and from the Regency/City, Province and National, are another major factor causing the slow development process. . In this study, researchers used a type of qualitative descriptive research which in this study according to Sugiyono (2013: 06) "descriptive research is research conducted on independent variables, that is, without making comparisons or combining with other variables". Data expressed in the form of words, sentences, schemes and pictures. Where the purpose of descriptive research is to make a descriptive, description or systematic, factual and accurate regarding the facts and characteristics as well as the relationship between the phenomena that occur. So the writer concludes that qualitative descriptive research is to describe and find the widest possible information about the object of research research. The objectives of this research are to find out and do: (1) Strengthen the Role of the Village Head in implementing government management in Aketobololo Village, Oba Tengah District, and (2) find out the supporting and inhibiting factors in implementing development in Aketobololo Village, Central Oba District.
