Abstract

The Effect of Competence and Work Discipline on the Performance of Employees at the Lubuk Sikaping Sub-District Office, Pasaman District with Work Ethics as a Mediation Variable. Thesis, Master of Public Policy Management Study Program, Postgraduate Program of the Institute of Technology and Business Haji Agus Salim Bukitting.This study aims to determine the effect of competence and work discipline on the performance of employees at the Lubuk Sikaping Sub-District, Pasaman District with work ethic as a mediating variable. This research is motivated by low competence, work discipline that still needs to be improved, work ethic that is still not stable, resulting in low employee performance at the Lubuk Sikaping Sub-District Office, Pasaman District.This type of research uses a quantitative approach using the Partial Least Square (PLS) approach with the Structural Equation Modeling (SEM) equation model. Data collection techniques with questionnaires, observations and interviews. The respondents of this study were 40 employees of the Lubuk Sikaping Sub-District Office, Pasaman District. The sampling method used the total sampling method where the entire population in this study was used as the research sample. Hypothesis testing is calculated using the Smart Partial Least Square (PLS) program 3.From the results of this study it is found that competence has not an effect on work ethic, work discipline has not an effect on work ethic, work ethic has an effect on performance, competence has an effect on performance, work discipline has not an effect on performance, work ethic as a mediating variable has an effect on competence and performance, and work ethic as a mediating variable that affect work discipline and employee performance at the Lubuk Sikaping Sub-District Office, Pasaman District, West Sumatra Province..
