Abstract

ndia's agricultural development efforts can be observed by following the activities of the various agricultural development agencies in the Intensive Agricultural Development (IADP) *districts. In India, the administration of agricultural development programs is made difficult by jurisdictional conflicts built in by a complex federal system. At times this conflict between the Center and the states so delays or alters programs that they fail to be effective. A key to the success of the IADP districts is the continuing interest and technical assistance of the Ford Foundation. Ford has been able to provide a meeting ground for Center and state officials where differences can be resolved and results produced. The respected position that the Ford Foundation enjoys in the agricultural area stems from a series of recommendations which captured the imagination and support of India's top leaders, especially the late Prime Minister Nehru. Ford-suggested programs, fortified with Ford seed money, provided a leading edge beyond which Indian development projects proceeded more smoothly than might have been expected under the Indian conditions.
