Abstract
This paper stresses the need for overcoming one of the new forms of social disparity—digital inequality. It is largely a result of the institution and dominance of electronic culture and the widespread of digital technology. The acceleration of social change, which is a manifestation of social time compaction, gives rise to digital inequality. Rapidly proliferating digital inequality severs communication ties, disrupts normal interactions between people, social groups and different societies, and inhibits transition to sustainable development. The world community has to respond to these challenges and ensure equal access to information resources and technologies.
