Abstract

Providing food supplies for the army on campaign was one of the most crucial problems -particularly to ensure success in the campaign- in Ottoman State. Among the solutions to this problem were “Avariz-i Divaniye” taxes and obligations such as sursat that were imposed on rayah as well as purchases within market conditions. In addition, Ottoman State occassionally increased the obligations imposed upon rayah in order to provide food supplies for the army, a vital issue that could not be put at risk for the success of the campaign and welfare of the state. The subject of our study is the food supply method that was formed within this inclination of the state. This study will focus on the fundamentals of “obligatory purchase” which was conducted in Karahisar-i Sarki Province independent from market conditions and in line with the criteria determined. From this point of view, the method and process of “obligatory puchase” implemented during Ottoman campaigns will be identified.
