Abstract

It focus on the National Congress as redemocratization brought a revitalization process and, since the nineties, the Brazilian Legislative Branch has been analyzed through various studies in the Political Science area. This paper brings two manners of analysis: (a) the first has the aim of analyzing the Brazilian Congress’ structure and modus operandi, showing a comparison between two different moments: the authoritarian period and the subsequent democratic moment; and (b) study the group of legislative decisions taken by the opposition parties, aiming to check the government acts between 1995 and 1999.
