Abstract
River basin management is closely related to land use management planning, confirming the need to adjust municipal land management with water management. In the state of Pará, aspects such as territorial extension, poor intermunicipal organization, and relative qualitative and quantitative abundance of the resource, among others, are particularities that provide greater challenges to the implementation of water resources policies, which demonstrates the importance of acting on a local level. To identify how the municipal government acts in the management of water resources, at local and intercity level, in the state, and what is its relationship with the state management body, interviews were conducted at 19 municipal environmental secretariats located in the territory of two river basins: Marapanim and Itacaiúnas, both entirely located within the state. It was found the existence of both logistical and institutional limitations of the municipal government concerning environmental management, and also concerning the performance of the state government, as a political entity, in promoting the aspects of participation and decentralization of management.

O principal rio da bacia é o Marapanim, que nasce no município de São Francisco do Pará e foram contabilizadas, pelo menos, 219 nascentes, ao longo do seu percurso, cuja maior parte está presente nos municípios de Marapanim, de Castanhal, de São Francisco do Pará, de Igarapé-Açu e de Terra Alta, os quais sofrem os impactos da ocupação desordenada e do avanço dos empreendimentos industriais no espaço rural

OS LIMITES À ATUMAÇERÃCOADDOOPSODERAPBÚABLSICT EOCMI MUENNICTIOPADL NE ACGUEZSCTÃOO-DPEE RU. Con el fin de identificar cómo actúa el gobierno municipal en la gestión de los recursos hídricos, a escala local e intermunicipal, en el estado, y cuál es su relación con el organismo de gestión estatal, se realizaron entrevistas con los 19 departamentos municipales del medio ambiente ubicados en el territorio de dos cuencas hidrográficas: la cuenca del río Marapanim y la cuenca del río Itacaiúnas, ambas ubicadas en su totalidad dentro del estado de Pará. Se encontró la existencia de limitaciones logísticas e institucionales del gobierno municipal en la gestión ambiental, y también en el desempeño del gobierno estatal, como entidad política, en promover los aspectos de la participación y descentralización de la gestión.
