Abstract

The purpose of the article is an attempt to reconstruct the origins and the general picture of the formation of the legal personnel training system in the Votskaya Autonomous Region and the Udmurt ASSR during the Soviet period. The work is written on the basis of the historical and legal method with the involvement of new archival materials, introduced into scientific circulation for the first time. The analysis carried out in the all-Russian context and in historical dynamics made it possible to determine and substantiate the chronological framework of the period of formation of legal education in Udmurtia, to characterize its key features, features and difficulties, and to eliminate many factological gaps. The erroneous educational policy of the state at the initial stage of Soviet power, excesses in the indigenization policy, permanent cleansing of the state apparatus from "alien" elements, mass repressions and the consequences of the Great Patriotic War were noted as the most obvious problems that dragged out the process under consideration for decades. As a result, the necessary material, educational, methodological, scientific, teaching and other potential for the development of legal education was systematically and adequately accumulated in the republic only by the time of perestroika, i.e., in fact, by the end of the Soviet period. The authors propose to consider this publication as an introduction to the problem, an invitation to discussion and cooperation. The results obtained can become the basis for further studies of aspects that have not received coverage and for creating a holistic picture of the formation and development of legal education in Udmurtia.
