Abstract

The article provides a detailed analysis of the theory and practice of organizing cross-border tourism clusters. Tourism is a significant economic priority for the economic activity of states. It is the study of the cluster model for the development of tourism activities that triggers the factors of competitiveness. This is primarily due to the generation of a synergistic effect, not only for cluster enterprises, but also for the country as a whole. The essence of cross-border cooperation in the tourism industry is determined, general global trends in the development of tourism clusters are given. An analysis was made of possible organizational forms of cluster structures, which should, first of all, comply with the legislative framework of the countries participating in the transboundary cluster. The organizational mechanism for the formation of cross-border tourism clusters is generalized. The hypothesis is substantiated that the creation of tourist clusters makes economic sense associated with the coordination and extraction of additional benefits within the distribution network from services in the destination. As the tourism sector develops, the cluster model is increasingly used as a source of adaptive management decisions by individual economic entities. It is proposed to activate the clustering process in the states in order to create innovative cross-border tourism clusters.
