Abstract

This paper aims to determine, after analyzing the experimental results of the real time test measurements on television (TV) channels broadcasted by satellites over Europe, the optimum bit-rate allocation for the television channels on the satellite transponder in order to obtain the best Perceptual Video Quality (PVQ). The measurements were performed with the PVQ measuring and monitoring platform designed by the author. In order to compare transponder broadcasting plans that include television channels with different resolutions, the author introduces the notion of equivalent Standard Definition Television (SDTV) channel. The results intend to offer a guide for the satellite television service providers to deliver the best video quality on all the television channels in the transponder.
